In Jolly Roger's Lagoon, become the submarine. The warp pad doesn't let you go back to the town, but you still can! Make your way to the town, and simply drive right up either of the ramps that go into the water. The sub will be on land! You can't go to many places, but you can still attack, and move awkwardly.
